Responsibility across boundaries

Shared responsibility still needs a named decision owner.

Find the gap between doing the work, deciding, and accepting the result.

Define the problem

Several teams may all contribute to a result while each reasonably believes another team owns the unresolved issue. Repeating that responsibility is shared does not settle who can decide, what evidence they need, or who must carry out the response.

Identify parties and interests

Distinguish contributors, accountable owners, approval roles, and those whose interests require consultation. Test the written allocation against one actual handoff. A RACI table is useful only if its entries match the authority and capacity available.

Separate evidence from assumptions

The evidence below establishes what the archive argues. It does not establish the circumstances of a particular client, prove an obligation was met, or demonstrate a violation.

  • Supported by evidence: The essay describes distinct organizational interests and the integrating function between them.

  • Supported by evidence: The essay recommends explicit roles, accountability, and measures aligned to organizational goals.

Assumptions to test

  • Responsibility may have been distributed without matching decision authority.
  • Coordination difficulties may arise from differing incentives rather than a lack of effort.

Identify obligations and constraints

Review the relevant agreements, authority delegations, escalation route, and deadline. Do not infer a contractual duty merely because a team usually performs a task or is copied on a message.

Consider competing interpretations

  • The allocation of responsibility may be incomplete.
  • The allocation may exist, while the practical escalation path is ineffective.

Identify the missing evidence

The archive does not contain the client-specific records needed to choose between these interpretations. For an actual engagement, the evidence request would include:

  • The applicable responsibility matrix and approval rules.
  • A dated record of the handoff and responses.
  • The decision that remained open and its effect on delivery.
Documentation not produced
Relevant records are not present in the material reviewed. That does not establish that they do not exist.
Unable to determine
The available material does not resolve these questions:
  • Who can make the decision when the parties disagree?
  • What information must cross a boundary, and who confirms receipt?

Develop alternatives and weigh the consequences

Resolve the immediate decision

Name an authorized decision owner, agree the evidence needed, and define the response and escalation time.

Tradeoff: A focused resolution can unblock work without repairing the recurring structural problem.

Repair the recurring allocation

Revise the responsibility and escalation model around the actual delivery boundary.

Tradeoff: A durable change may require agreement across several teams or contracting parties.

Define the possible contractual engagement

A responsibility-gap review can produce an evidence-backed chronology, a role-and-authority matrix, unresolved questions, and a proposed action register. Missing records remain evidence gaps rather than findings of nonperformance.

From analysis to contractual work

A difficult decision needs a dependable next step.

Start with the decision, the deadline, and the records available. Together we can define a focused review and the work needed to resolve what remains uncertain.
